The Province of Cebu is accelerating its digital transformation through a partnership with PLDT Enterprise, adopting connectivity and collaboration solutions designed to modernize government operations and support more efficient public service delivery.
The partnership strengthens Cebu’s digital infrastructure as the province continues to pursue initiatives that make government services more connected, accessible, and responsive. PLDT Enterprise is supporting these efforts through scalable digital solutions that enable government teams to communicate, collaborate, and manage their work more effectively.
Cebu Governor Pamela S. Baricuatro underscored the importance of strengthening the province’s digital capabilities as part of its modernization efforts.
“This collaboration underscores Cebu’s continued effort to modernize government systems and adopt digital tools that support better service delivery across the province. As the Province of Cebu continues its digital transformation journey, the partnership with PLDT Enterprise reflects a shared vision of using technology to improve how government works, making public services more connected, productive, and responsive to the needs of the people,” she said.
Cebu’s digitalization agenda gained further momentum with the enactment of the Cebu Province Digital Services Act of 2025, which established a province-wide framework for digital services. The measure aims to streamline government transactions, strengthen data protection, and improve the quality and accessibility of public services.
The province also established the Provincial Information and Communications Technology Council (PICTC) as its policy-making and coordinating body for ICT development.
To complement these initiatives, Cebu has adopted several PLDT Enterprise solutions, including iGate connectivity, Smart Corporate Lines, and Microsoft 365, which was deployed and enabled by PLDT Group’s ICT subsidiary, ePLDT.
Together, these solutions provide the province with digital infrastructure designed to support secure connectivity, workplace collaboration, and workforce productivity while helping government teams coordinate more efficiently.
“For a province as dynamic as Cebu, reliable digital infrastructure is essential to keeping public service moving,” said Javier Lagdameo, PLDT Vice President & Head, Domestic Enterprise Business, Regional & Commercial. “Through this partnership, we are helping provide the connectivity and collaboration tools that allow government teams to work more seamlessly, serve constituents more efficiently, and build a stronger foundation for Cebu’s continued growth.”
With iGate, government offices can benefit from reliable, high-speed connectivity that supports continuous access to digital services. Meanwhile, Microsoft 365 provides collaboration and productivity tools that help teams streamline workflows and work more effectively across offices and functions.
Ma. Hazel Amoyan, CRM Head, PLDT Enterprise, said the company remains committed to helping local governments strengthen their digital foundations.
“PLDT Enterprise remains strongly committed to supporting local governments as they build stronger digital foundations for governance and public service. Through reliable connectivity, collaboration tools, and mobility solutions, we aim to help enable more efficient operations and more responsive service delivery for the Province of Cebu,” she said.
The partnership reflects PLDT Enterprise’s broader commitment to helping local governments develop the digital capabilities needed for modern governance.
For Cebu, strengthening connectivity and equipping government teams with collaborative digital tools can help improve coordination, streamline processes, and support more responsive public services.
As the province advances its digital transformation initiatives, the partnership also highlights the role of technology in supporting Cebu’s smart governance ambitions while promoting more accessible, efficient, and citizen-focused government services.
