The Department of Education (DepEd) and the Southeast Asian Ministers of Education Organization Regional Centre for Educational Innovation and Technology (SEAMEO INNOTECH) have launched a new learning toolkit designed to introduce career exploration to children from Kindergarten to Grade 3.
The turnover of the Career Development for Children (CD4C) toolkit marks a step toward bringing career awareness into the early years of basic education. The initiative integrates age-appropriate career exploration activities into the Homeroom Guidance Program, allowing young learners to begin discovering their interests, skills, and possible future opportunities.
The toolkit was jointly developed by DepEd’s Bureau of Learner Support Services–Youth Formation Division, Bureau of Curriculum Development, and SEAMEO INNOTECH. It brings career guidance concepts traditionally introduced at the secondary level into early primary classrooms.
“Kapag pinag-uusapan natin ang job readiness at career guidance, madalas nating naiisip ang mga mag-aaral sa Senior High School na naghahanda para sa kolehiyo o sa pagtatrabaho. Subalit ang pag-uusisa at ambisyon ng isang bata ay hindi nagsisimula sa high school; nagsisimula ito sa unang araw pa lamang ng kanyang paghakbang sa silid-aralan,” Education Secretary Sonny Angara said.
“Sa pamamagitan ng pagpapakilala ng career exploration mula Kindergarten hanggang Grade 3, binubuksan natin ang mga pintuan nang maaga upang tulungan ang ating mga batang mag-aaral na maisip ang kanilang magiging hinaharap at maiugnay ang kanilang edukasyon sa mga totoong pagkakataon sa buhay,” Angara added.

Angara said early exposure to career exploration can help provide more equitable opportunities for learners regardless of where they study.
“Bawat batang Pilipino, nag-aaral man sa malaking lungsod o sa malayong lalawigan, ay may karapatang mangarap nang mataas at magkaroon ng sapat na kakayahan upang maabot ang mga pangarap na iyon,” he said.
He added that the toolkit will support teachers and guidance implementers in helping children develop confidence and essential life skills from an early age.
The CD4C project was developed through an extensive research and development process. Initial findings came from a national survey involving 4,007 guidance implementers across 17 regions, which identified the need for structured activities and learning resources focused on career development in the early grades.
The resulting four-volume toolkit features career-focused lessons, school-wide career days, physical learning materials, teacher guides, and video resources.
Prototype testing was conducted from February to March 2026 at Ninoy Aquino Elementary School in Malabon City for the urban setting and Virgilio B. Melendres Memorial Elementary School in Pililla, Rizal, for the rural setting.
SEAMEO INNOTECH Centre Director Dr. Majah-Leah V. Ravago emphasized that career development is a lifelong process that begins by nurturing children’s curiosity and helping them understand their interests and abilities.
Following the official turnover, DepEd will oversee the nationwide rollout of the CD4C resources in public elementary schools, giving young learners opportunities to explore possible career paths as part of their early education.
