The Department of Education (DepEd) has allocated PHP2,289,250,000 under the School Innovation and Improvement Fund (SIIF) for Fiscal Year (FY) 2026 to support non-implementing unit public schools with direct funding for targeted literacy and numeracy programs.
Authorized under the 2026 General Appropriations Act (Republic Act No. 12314), SIIF targets to strengthen decentralization at the school level by providing schools with greater fiscal autonomy and flexibility in planning, managing, and implementing responsive interventions based on their specific needs and priorities.
“Real progress in basic education happens where our learners and teachers interact every day, right inside the classroom. In line with President Bongbong Marcos’ commitment to tackle learning poverty head-on, we are making sure our ground-level educators have direct access to resources without unneeded administrative friction,” Education Secretary Sonny Angara said.
“By downloading these funds straight to our schools, we empower them to implement practical, localized solutions to build strong reading and math foundations for every Filipino child,” Angara added.
First established under DepEd Memorandum No. 073, s. 2025, and anchored on the Governance of Basic Education Act of 2001 (Republic Act No. 9155), the SIIF funneled funds to 4,043 non-implementing elementary and junior high schools in 4th- and 5th-class municipalities during its pilot rollout.
The inaugural run achieved an 84 percent fund utilization rate, funding academic recovery, remediation, and learning enrichment for 405,930 learners across the country.
Under the newly issued DepEd Memorandum No. 048, s. 2026, recipient schools–which now include eligible senior high schools– will receive predetermined allocations without the need to submit funding proposals.
Funding parameters prioritize lower-income municipalities and larger learner populations, ensuring baseline support of no less than PHP50,000 per school, with higher allocations directed toward schools in 3rd-, 4th-, and 5th-class municipalities than those in 1st- and 2nd-class municipalities.
To ensure accountability without disrupting field operations, school heads will submit quarterly physical and financial progress via the digital InsightED Application’s SIIF Online Monitoring Tool, while DepEd Regional and Schools Division Offices provide technical assistance and oversight.
