More than 93,000 public school teachers and school heads are set to receive salary adjustments as the Department of Education (DepEd) advances the implementation of its Expanded Career Progression (ECP) System.
The Department of Budget and Management (DBM) has released PHP8.68 billion to fund the salary differentials of 93,344 reclassified teaching and school head positions nationwide for Fiscal Years 2025 and 2026.
Education Secretary Sonny Angara thanked President Ferdinand R. Marcos Jr. and Acting Budget Secretary Kim Robert De Leon for supporting initiatives that recognize the professional growth and contributions of teachers and school leaders.
Angara said the funding release responds to President Marcos’ directive to expand career opportunities for teachers and ensure that professional advancement comes with appropriate compensation.
“We welcome this release and look forward to seeing its benefits reach our teachers in the soonest possible time. Our teachers have worked hard for their professional growth, and it is important that the recognition and compensation that come with their career advancement are felt by them as soon as possible,” Angara said.
“We want our teachers to see that there is a long-term career ahead of them in the classroom,” he added.
The ECP System provides public school teachers with expanded pathways for professional growth and advancement while allowing them to remain on the teaching track.
The newly released funds will cover salary requirements for qualified personnel with issued Notices of Organization, Staffing, and Compensation Action (NOSCA) and appointments.
DepEd will coordinate with its Regional Offices and the DBM Regional Offices to facilitate the timely release of funds to the regions and ensure the corresponding salary adjustments are implemented.
The Department also welcomed the proposed PHP12.09 billion allocation for the ECP System in the FY 2027 National Expenditure Program (NEP). This represents an increase of PHP5.94 billion, or 96.6 percent, from the FY 2026 allocation.
The proposed increase is expected to create more opportunities for teachers and school personnel to advance in their careers while receiving appropriate recognition and compensation for their work.
For DepEd, the additional funding will help sustain the rollout of career pathways that enable more teachers to pursue professional advancement without leaving the classroom.
Angara said the development underscores the Administration’s broader commitment to investing in teachers as a key component of efforts to strengthen the country’s education system.
“Kapag inalagaan natin ang career ng ating mga guro, mas napapalakas natin ang ating mga paaralan at mas maganda ang kinabukasang maibibigay natin sa ating mga learners,” Angara said.
