The Department of Education (DepEd) is preparing to launch a School Digital Safety Campaign aimed at helping learners, teachers, and parents navigate online spaces more safely, as the agency continues to strengthen school safety following recent incidents of school violence. The initiative recognizes that protecting children extends beyond school premises to the digital spaces where they communicate, learn, play, and interact.
DepEd has been strengthening school safety through physical security measures, support personnel, child protection mechanisms, and emergency preparedness. These include CCTV systems, metal detectors, perimeter fencing, security guards, School Counselor Associates, Learner Formation Officers, Child Protection Committees, and regular safety and emergency response drills. The department is now looking to add digital safety as another layer of protection, particularly as concerns surrounding online activity have emerged in connection with recent incidents.
Education Secretary Sonny Angara said the campaign will help children, parents, and teachers develop practical knowledge for navigating digital spaces. The initiative will cover safe online communication, grooming and online child exploitation, cyberbullying, harassment, privacy, scams, personal data protection, responsible social media use, gaming safety, exposure to harmful online content, healthy screen habits, and digital well-being. It will also provide guidance on recognizing warning signs, reporting concerns, and accessing appropriate referral and support mechanisms.
A key focus will be helping parents become more engaged in their children’s digital lives. DepEd plans to provide guidance on starting conversations about online experiences, recognizing possible warning signs, establishing appropriate boundaries, and knowing when and where to seek help. Teachers and school personnel will likewise receive guidance on identifying concerns, responding appropriately, and following established reporting and referral procedures.
DepEd is expected to work with the Department of Information and Communications Technology, Philippine National Police, Department of Social Welfare and Development, Cybercrime Investigation and Coordinating Center, Department of the Interior and Local Government, Department of Health, National Bureau of Investigation, local government leagues, and relevant medical societies in developing campaign materials, referral protocols, and training sessions. The department will first convene its partner agencies and organizations to develop the framework, with a pilot implementation in selected schools before a potential nationwide rollout. The campaign is intended to complement existing efforts on physical security, child protection, staffing, emergency preparedness, and learner well-being as DepEd works toward safer learning environments.
