Malacañang declares October 31, 2011 – Special Non-Working Day

In line with the observance of All Saints Day where most of the Filipinos will be heading to cemetery to pay respect to their departed love ones. Malacañang officially declares October 31, 2011 as Special Non-Working Day to give chance to others who needs to their provinces to be with their family members as they visit their deceased love ones.

In the Presidential Proclamation No. 265 that was released in the Official Gazette Website (www.gov.ph) headed by the Presidential Communications Development and Strategic Planning Office. They stated that Oct 31 to be a special non working holiday. This is regarding the Proclamation No. 84, s. 2010 where they announced last December 20 that November 1 is considered as Special (Non-Working) Days.

Here is the actual Presidential Proclamation No. 265 posted in the Official Gazette:

BY THE PRESIDENT OF THE PHILIPPINES

PROCLAMATION NO. 265

DECLARING MONDAY, 31 OCTOBER 2011, AS A SPECIAL (NON-WORKING) DAY THROUGHOUT THE COUNTRY

WHEREAS, Proclamation No. 84, dated 20 December 2010, declared Tuesday, 1 November 2011, as a special (non-working) day;

WHEREAS, Monday, 31 October 2011, falling between Sunday and Tuesday, 1 November 2011 (All Saints Day), has been traditionally declared a special (non-working) day throughout the country;

WHEREAS, to give full opportunity to our people to properly observe the day with all its religious fervor which invariably requires them to travel to and from different regions of the country. Monday, 31 October 2011, may be declared as a special (non-working) day without detriment to public interest.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Monday, 31 October 2011, as a special (non-working) day throughout the country.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 10th day of October, in the year of Our Lord, Two Thousand and Eleven.

With this announcement, it will give much time to every Filipinos to prepare more in observing All Saints Day especially those who needs to travel to their provinces. In regards to this, there will be law enforces and police units will be deployed in major roads and transportations nationwide and also to cemeteries especially on the eve and on the day of   to ensure safety and security.
